18th Congress idinaos ang session sa Batangas City para sa Taal victims

Ang paglalapit ng gobyerno sa tao ang ipinakita ng 18th Congress ng idaos nila ang kanilang unang regular session sa taong ito hindi sa Batasang Pambansa Complex kundi sa Batangas City Convention Center, January 22, upang personal na marinig sa mga biktima ng Taal Volcano eruption and kanilang mga hinaing at kalagayan.
May 204 House representatives sa kabuuang 300 members and nakadalo sa nasabing sesyon .
Sinabi ni House Speaker Alan Peter Cayetano, “We need to go home having a clear vision of what needs to be done not only in the area of response and relief but also in the area of rehabilitation (Kailangang umuwi kami ng may malinaw na pananaw kung ano ang dapat gawin hindi lamang sa response at relief kundi sa area ng rehabilitasyon).”
Isa sa naging bunga ng makasaysayang regular session na ito ay ang inihaing House Bill 5998 sa pangunguna ng anim na Batangas representatives, na naglalaan ng P30 bilyon supplemental budget para sa rehabilitation ng mga lugar na nasalanta ng pagputok ng Taal Volcano.
Nagsalita ang mga inimbitahang resource speakers na pawang mga evacuees, barangay captains, kinatawan ng Dep Ed, kinatawan ng religious sector at sina San Nicolas Mayor Lester De Sagun at Agoncillo Mayor Daniel Reyes bilang pinuno ng dalawa sa pinaka apektadong LGUs ng bulkang Taal. Nakapaloob sa kanilang mga hinaing ang dalang trahedya sa kanilang kabuhayan partikular ang pangingisda , agrikultura at turismo, ganon din sa kanilang tahanan, edukasyon ng mga bata at mga sakit.
Ipinasa ang House Bill 5989 o An Act Creating the Department of Disaster Resilience na siyang tututok sa lahat ng kalamidad sa Pilipinas na sa 2018 World Risk Index ay pangatlo sa pinaka disaster-prone countries sa buong mundo.
Sa kanyang speech, sinabi ni Batangas 5th District Representative Marvey Mariño, Chairman ng Government Reorganization Committee, na napakahalaga ng Dept. of Disaster Resilience sapagkat ito ay isang “long-term solution” sa problema ng bansa pagdating sa kalamidad. Pinasalamatan din niya ang lahat ng mga patuloy na tumutulong sa mga Taal victims partikular ang kanyang kapwa Batangueño na aniya ay hindi tumatakbo sa tawag ng pagtulong sa panahon ng pangangailangan.
Inaprubahan rin ang House Resolution 655 “urging immediate release of the funds for the aid, relief, resettlement, rehabilitation, livelihood, development and social programs and services to communities adversely affected by the Taal Volcano eruption and directing the appropriate House of Representatives Committee to immediately call the National Disaster Risk Reduction and Management Council for a House Committee briefing to assess the situations and determine the needs of the affected localities and the total budget requirements to address this calamity.”
Ang nasabing resolusyon ay inisyatibo ng anim na Batangas representatives na sina 1st District Cong. Elenita Milagros Ermita-Buhain, 2nd District Cong. and deputy speaker Raneo Abu, 3rd District Cong. Ma. Theresa Collantes, 4th District Cong. Lianda Bolilia, 5th District Cong. Mario Victorio Mariño at 6th District Cong. and Deputy Speaker Vilma Santos- Recto.
Ang isa pang ipinasa ay ang Resolution 662 “expressing support and commitment of the House of Representatives to work with all concerned agencies to pass the proposed supplemental budget to expedite effective assistance to those affected by the Taal volcano eruption.”
Sa kanyang pangwakas na pananalita, ito ang sinabi ni Speaker Cayetano: “Salamat at nagkaisa tayo at ipinakita natin sa panahon ng kalamidad pag kailangan tayo, we are one voice. Today, the slogan of the SEA games that “We win as one” is alive here today in Batangas City (Ngayon, ang sawikain ng SEA Games na “We Win as One” ay buhay ngayon dito sa Batangas City).”
